Law and order better now: CM

Itanagar, Mar 18:   Chief Minister Nabam Tuki today said the law and order situation in the state has significantly improved in the last few years following well-coordinated approach by security forces and government machineries.

Taking part in the discussion on motion of thanks on Governor's address to the house on March 15, Tuki while citing official statistics claimed that crime rate in the state comparatively came down since 2005.

To an accusation levelled by Trinamool Congress MLA Laeta Umbrey that entire government including ministers were corrupt, Tuki made point to point clarification on various accusations made by different members participated in the discussion.

Umbrey, later said sorry to the chief minister and withdrew his statement saying the accusation was made based on people's allegations.

Umbrey had earlier while terming the law and order situation in the state as grave   question  how the bureaucrats, technocrats  and politicians  will formulate policies when they are not in a state of peace, Umbrey asked.

Umbrey further resented that despite so much pressure from various quarters, the state Govt could not able to find out the attackers of Tongam Rina, associate editor of this Daily.

Calling a spade a spade, former chief minister Jarbom Gamlin took a dig at the state government for the deteriorating law and order situation and said that when there was no security to life, how one can claim Arunachal to be a peaceful state.

"Superficially we are peaceful but there is undercurrent in several parts of the state," Gamlin said while adding that despite the state police having the mobile numbers from where SMSes were send to various officers and leaders by a certain underground organisation demanding money, no tangible efforts were made to arrest the persons involved.

Gamlin while pointing out at the slow pace of construction of the Arunachal State Hospital at Naharlagun wondered that if the pace of construction continues, establishment of the medical college within the hospital would be a dream.

He also suggested the government to ensure regular salary to the teachers working under Sarva Shiksha Abhiyan to get quality education.

Taking part in the discussion, parliamentary secretary for planning and development Nabam Rebia alleged that political leaders in connivance with students' organisations were responsible for all sort of agitations including bandh in the state. Rebia went further to add that large scale corruption were detected in the Tax & Excise and Geology and Mining departments as a result of which the state was losing a huge amount of revenue annually.

Senior Congress leader  Tako Dabii called for introspection by all elected leaders and advocated that the Centre should adopt a sincere approach to wipe out insurgency problem afflicting the north-eastern states.

While demanding constitution of a house committee to study the water level of all the rivers in the state with China proposing to construct dams at Tsanpho, Dabii cautioned of a Third World war on water with Arunachal as the epicentre if the state government and the Centre fail to mull a solution to address the issue.

Among others, P D Sona, Takar Marde and  Honchun Ngandam also  participated in the discussion.

The House later adopted the motion moved by Congress legislator Bamang Felix by voice votes. PTI

 

 

Govt cancels 7 power MoUs

ITANAGAR, Mar 18: Arunachal Pradesh Govt has inked a total of 153 MoUs/ MoAs with power developers to implement hydro power projects with install capacity of 43, 1187 MW in the state so far.  However, state Govt has withdrawn allotment of seven projects with install capacity of 1258.5 MW due ‘to non-performance and breach of agreement’  by power developers as per the MoUs.  This was informed by the Chief Minister Nabam Tuki in the Assembly today.

Responding to a supplementary question of Trinamool Congress MLA Laeta Umbrey during question hour,  Chief Minister said  that the  state Govt is also providing security to power developers as per MoUs.  “Despite limited man power, the state Govt has directed the administration to provide security to the power developers. We have also requested the central Govt to provide additional security forces for deployment  in project area,” the Chief Minister said.

Expressing satisfaction over recently conducted public hearing for implementation of 3000 MW Dibang Multipurpose Project (DMP), the Chief Minister said “we have to make grass root level people aware about the  benefit of hydro projects being implemented in most of the river basin of the state.”

Within a few decades Arunachal Pradesh will be a richer state with implementation of hydel projects,  the Chief Minister said and appealed all the law makers  to support the Government  and convince the people  on the benefit of the power projects. To another supplementary question raised by Umbrey, Chief Minister admitted that some power developers  are facing difficulties in implementation of power projects near the international border area. However, state Govt has approached the Centre for implementation of double-lane road in border areas, the Chief Minister disclosed adding  11 district headquarters will be connected within few years after completion of under-construction Trans-Arunachal highway.  Roads are also being construction in other districts by the BRO, state PWD and  ministry of road transport and highways, the CM added.

He further informed  that the Union Rural Development Minister Jairam Ramesh  who visited the state recently assured to sanction Rs 1,200 crore for construction of border roads under Prime Minister Gram Sadak Yojana.

Flood relief: Responding to another question of Umbrey, Chief Minister in a written reply informed the house that the state Govt has not received any fund for the damages caused during the September-Octover-2012 flood.  The state Govt has submitted memorandum in November 2012 to the Central Govt and the Inter-ministerial  central team has visited  the state  from January 12 to 16  and  again from March one to three  last to assess the  flood damages.  The state Government has submitted flood damages report   to the Centre  for relief assistance, the CM informed.

Iodized salt: The Chief Minister informed the Assembly that supply of iodized salt has been stopped in entire state since 2005 due to PDS case filed in Gauhati Higher Court. However,  the State Government has taken steps  and nominated carriage contractors for distribution of iodized salt in the state including border areas.  The  CM was responding to a question raised by  Er Markio Tado.

Creation of CE post in PHED: A post of Chief Engineer (design and Planning) has been created under the Public Health Engineering and Water Supply department recently to supervise planning and design works relating to programme and project implemented by the department including national flagship programmes, centrally sponsored scheme and state plan works etc, the Chief  Minister said while responding to a question of MLA Tamiyo Taga.

Road construction: In a written reply PWD Minister Chowna Mein informed the house that  proposal has been submitted to North Eastern Council  for inclusion of Paka Gongo road project to connect Gerukamukh (Assam) under 12th five year plan.

Irregular power Supply:  Power Miniser Tanga Byaling   said that the state Govt is aware of the  power crisis being faced by the people of Pasigaht area and some other districts due to non-completion of the  higher power transmission line.  In a written reply, the minister informed that  Aalo-Pasighat transmission line is in progress and Pasighat to Roing-Tezu-Namsai line covering Lower Dibang Valley is under  execution by Powergrid Corporation of India. The  department of hydro power is also taking steps to improve the power scenario by generating power from existing hydel stations as well as taking up new schemes, the  minister informed.

 

 

DRDA employees not getting regular salaries, admits  minister

Itanagar, Mar 18: Arunachal Pradesh Rural Development Minister Tanga Byaling today admitted that the employees of the District Rural Development Agency (DRDA) were not getting regular salaries and the state government was contemplating measures to tide over the crisis.

Responding to a Calling Attention Motion raised in the Assembly by BJP member Tamiyo Taga, Byaling clarified that the DRDA employees were not getting regular salary because of partial release of central share by the Union Ministry of Rural Development and additional financial involvement of the state government after implementation of the Central Sixth Pay Commission in the state.

The Union Rural Development ministry is still releasing fund on the basis of pre-revised scale of pay to all the DRDAs. They have not adopted the sixth pay commission recommendation for any DRDA throughout the country but we have adopted in our state, he said.

Ninety per cent of the total fund for salary to DRDA employees were provided by the Centre while the remaining ten per cent were borne by the state government, Byaling informed and added that the state government was actually releasing 27.12 per cent which was 17. 12 per cent more than the normal state share after implementation of the central sixth pay commission recommendations.  As per the guideline issue by the union rural development ministry, any excess amount in DRDA administration fund is to borne by the state government, he disclosed adding in the past three years, the state government had released an amount of Rs 12.20 crore as the states share which included additional Rs 60. 40 lakh state share against additional central share of 2011-12.

The annual requirement of fund for DRDA employees salary amounts to Rs 2025.60 lakh and at present the union rural development minister was providing only Rs 1755.88 lakh with a deficit of Rs 269.72 lakh, the minister pointed out. PTI

 

 

Declare withheld TET results: HC

ITANAGAR, Mar 18: The Gauhati High Court Itanagar Permanent bench has directed education department to declare results of candidates belonging to CMJ University who appeared in Arunachal Pradesh Teachers Eligibility Test, 2012.

Hearing the contempt petition filed by advocate T T Goyang and advocate Ajin Apang, the court noted that “It appears from the pleadings that the contemners (education department) failed to comply with the direction seeking advice from the local authorities that is Law Secretary, and State Counsel and ultimately they were advised to prefer an appeal against the orders of this Court. There is violation of Court’s order but it may not be willful violation.” While disposing off petition the court ordered the education department to declare the result within a period of 15 days from the date of receipt of a certified copy of this order.

The legal battle between authorities of CMJ University and state education department dates back to the month of November 2012 when candidates of B.Ed degree holder of CMJ were rejected from appearing in APTET exam on the ground that University is not a recognized Institution by NCTE. Following the petition filed by appearing candidates challenging the decision of education department  Gauhati high court vide interim order dated 26-10-2012, allowed and directed the education department to allow the candidates of CM University to appear in the Arunachal Pradesh Teachers Eligibility Test. The result of the said test was declared on 30th November 2012 but the results of the CMJ candidates were withheld by the authorities. The petitioners comprising appearing candidates and authorities of CMJ, thereafter, filed Misc. Case (WP) No. 135 (AP) 2012 praying for declaration of the result.  The same court vide order dated 15-11-2012 directed the education department to declare the result of the petitioners who appeared in the said APTET 2012. With the above direction, the misc. case as well as WP(C) 389(AP) 2012 were disposed of. The aforesaid orders passed by this Court were communicated to the respondents (education department) but the respondents did not declare the result of the petitioners. It is alleged by the petitioners that the respondents have willfully and deliberately violated the court’s order. A contempt of court case was filed by the authorities and candidates of CMJ against education department. However court disposed off the contempt petition and ordered for declaration of result.

 

 

ACR appeals for peace

ITANAGAR, Mar 18: The Arunachal Citizens’ Right (ACR) has expressed deep concerned as well as shocked on the reported brutal attack on a doctor at Soha village in Tirap district by NSCN-IM cadres for denying extortion money. The doctors have been rendering yeoman service to the poor people in rural area. They also burnt down vehicles belonging to a Circle Officer (CO) and Officer in-Charge (OC) of Deomali. Such incidents usually will aggravate already complicated atmosphere of the conflict and tension in the region, ACR stated.

The failure of the armed group who is in the peace process with Government of India in restraining themselves from indulging in violent activities, following the ground rules, and respecting the neighboring state and their citizens is becoming very critical concern over the years. The peoples of Arunachal Pradesh and its citizens do not have any kind of downbeat reaction, ill feelings towards the present peace endeavor of the Naga political movement. We are rather very pleased to acknowledge the issue and extend the good wishes towards   resolving the decade’s long Naga issue in the North East. Having said that the violence and disturbing responses towards the citizens from the armed groups threatening the peoples, violating the binding agreement that supposed to be mutually engaged and committed would not be tolerated by the Aruchalee the ACR continued.

Further ACR noted, “There are many young widows and orphans produced due to the conflict between NSCN (K-IM) and security forces which is big liability to the society in the state.  Besides, a number of our Govt. officers have also been receiving intimidation/threats directly or indirectly leading to hampering of many development activities in the state besides creating tensions and fear psychosis among the common masses. Such a situation has the potential of damaging the friendly relation with Nagas, as thousands of Nagas are residing in Arunachal doing business or missionary works.”

ACR has appealed to the Indian govt. to immediately prevent and recheck such violence victimizing the innocent Arunachalees and people of Arunachal will not allow the state to be the dumping ground of the INDO-NAGA political frustrations. The NSCN (IM) officials and cadres should exercise the tolerance taking into accounts avoidance of the unproductive engagements. That will also help them to uphold in creating an atmosphere of positive and durable peace where absence of violent activity, minimize the ethnic hostility and install meaningful lasting peace in the in the region. ACR also called for urgent intervention by Forum for Naga Reconciliation to bring peace and avoid similar incidents in interest of various tribal communities of the region.

 

 

Community monitoring on NRHM project discussed

RUKSIN, Mar 18: With a view to impart knowledge on essence of Rural Health Care facilities, the Dying Ering Foundation, a Pasighat based NGO today conducted block level orientation training on monitoring of the health care projects under National Rural Health Mission (NRHM) at Ruksin SDO Kebang hall.

The day-long training cum workshop on the theme “Rural Sector Health Care Facilities under NRHM” was jointly organized by the NGO and Ruksin panchayat department.

Speaking in the workshop as resource person, the chairman of the NGO Dr Egul Padung elaborated on government-private partnership in implementation of the NRHM projects. He urged the rural people to conduct the overall activities of various health centres to use these in total health care service.

Discussing on “Community Monitoring” on the NRHM projects, Dr Padung said that the government introduced this concept in 2009 in order to check any irregularity in functioning of the health centres and rural hospitals. He stressed on “judicious” utilization of fund granted by the government under NRHM projects. He also emphasized on conducting “Public Hearing” to assess the implementation of rural health care facilities and other difficulties faced by the villagers.

Dr Padung, who is also e principal of Doying Gumin College at Pasighat feels that the government should passed a ‘Right to Health Act’ and ensure that everyone is sound physically and mentally. The Ruksin Anchal chairperson Ojing Aje, in his welcome address urged the participants to keep regular vigil on the functions of rural sub-centres, PHCs and CHCs and report the authority of any indiscretion.

The programme was followed by a training and group discussion on health related issues. It later constituted a “Block level Monitoring Committee” including Ojing Aze as secretary and the in-charge of Ruksin CHC as its executive chairman. The committee will soon conduct a meeting to appoint an active PRI leader as its chairman.

 

 

Farmers exposure trip conducted

ITANAGAR, Mar 18: The three days exposure visit to ICAR, Basar by framers from Sagalee and Kimin area was organized by KVK Papum Pare under TDF sponsored by NABARD, Itanagar,.

Dr. Ramayajan, Senior scientist (Horticulture), along with A. Kiran Singh SMS agronomy, took the farmers to horticulture section where they were sensitized to different horticulture plants like passion fruit, tissue culture banana, strawberry, stock of apple, kiwi and orange. Training cum practical demonstration of grafting technique on orange was the main event of visit. Animal husbandry section was taken care by Dr. Doni Jini scientist (V.E.E), where farmers were taken to different farm viz, piggery, poultry, dairy farms and rabbit unit. He further demonstrated on feed formulation for pig and encouraged the farmers to make use of locally available feeds and fodder for higher economic return.

Farmers were very happy and satisfied with the technique available at ICAR, Basar and at the end of exposure visit; they meet joint director Dr. R Bhagawati. After meeting the farmer, Dr Bhagawati encouraged them to take part in such kind of exposure visit in near future and distributed HQP maize seed and tissue culture banana as a token of gift to all the farmers.

Dr. Tilling Tayo (Subject matter specialist-Animal science) KVK Papum pare, and Licha Talo (Field supervisor TDF), escorted and guided the farmers thought out the visits and translated in local language whenever farmers felt difficult to understand. Although together 13 farmers took part in the exposure programme.

Annual NSS Special Camp held

ITANAGAR, Mar 18:  The National Service Scheme unit of government higher secondary school Itanagar conducted annual NSS Special Camp cum awareness programe at Lorputung village here on Sunday. The NSS volunteers also conducted social service by leveling and maintaining assembly ground and approach roads. To mark the NSS camp, a awareness on health and hygiene were organized.

 

Arunachal sanctions 1,949 police posts

Itanagar, Mar 18: The Arunachal Pradesh government has sanctioned 1,949 posts of various categories of police for 11 new police stations and upgradation of nine existing ones in troubled Tirap and Changlang districts of the state.

Already 1,526 constables against the sanctioned posts have been recruited and they are undergoing training at police training centers Banderdewa and PTC Dergaon in Golaghat district of Assam, Chief Minister Nabam Tuki told the assembly today.

Replying to a written question from Congress MLA Kamthok Lowang, Tuki said that an amount of 20.35 crore had been sanctioned by the union Home Ministry for creation of infrastructure in 11 new and 9 existing police stations in Tirap, Changlang and Longding districts.  The state government has approved Hindustan Prefab Limited as construction agency to carry out the construction works in these three districts, Tuki said adding, the survey and investigation had been completed and the executing agency had submitted 16 detailed project reports out of 20 police stations for vetting to state PWD. RTI activist seeks DGP’s intervention

ITANAGAR, Mar 17: RTI activist and Sango Lomte Foundation chairman Payi Gyadi has lodged a written complaint to the  Director General of Police  for alleged irregularities and lapses by the police in connection with FIR No. 67/2011 PS Naharlagun regarding recovery of a pistol and two hand grenades  from his car at Nirjuli in June 2011.

Seeking intervention of the DGP into the matter, Gyadi  in his complaint said that in the interest of justice, the material facts ought to be taken as they are existing and no compromise be made in any manner which could impact on the fact of the case. Any interpretation, modification of case materials would result in miscarriage of justice. Besides, it may also violate the fundamental rights of the complainant and seriously compromise on his rights to life as a responsible and law abiding citizen, the  complaint  read.

 

Deploy adequate security

ITANAGAR, Mar 18: Condemning the firing incident at Soha village between NSCN (IM) and Assam Rifles personnel on Saturday, All Tirap District Students Union today sought adequate army personnel to be deployed at village to instill sense of security among the villagers. In a release, union also sought security for the government employees in the area. Terming the firing incident as reckless act, which curtailed the developmental process, the district student union strongly stated that it would not tolerate such act in future.

 

Consider Palin as district headquarter: BWS

ITANAGAR, Mar 18:  Claiming that Palin town is the oldest circle headquarter, with population of more than eight thousand and located in central part of newly created district Kara Dadi, Byabang Welfare Society(BWS) today appealed to the chief minister to consider Palin town as district headquarter of Kara Dadi. In its representation to the chief minister society said that Palin town is suitable place for district headquarter with all proper infrastructure which government not need to spend much amount for the infrastructures. Society further added that it has already donated land to the government for the establishment of district headquarters way back in 1998-99.

 

ATASU writes memo to CM

ITANAGAR, Mar 18:  The All Tali Area Students Union (ATASU) in its representation to the chief minister claimed that area is running without circle officers and block development officer.

ATASU also complained on the education system of the area, saying that schools are running unsystematic with deteriorating school infrastructures.  It said that unauthorized sheltering in hostels during the vacation by students make the hostel worst and dilapidated.   Union also drew chief minister attention towards the scarcity of public distribution system (PDS) and essential commodities in the area. It further added no single kg of PDS item is reach at area, since the introduction of head load carriage system.  Union also sought deployment of police personnel in the area to maintain law and order. Claiming that Tali area is deprived of power supply it also requested the authority to introduce electrification in the area.

 

Bandh called off

ITANAGAR, Mar 18: The Arunachal Minority Students Union has called off the proposed bandh call on 20th of this month. In a release its president further informed that he had resigned from his post owing to family problem and after an emergency meeting at his residence today, the union decided to call off the bandh.

 

Attack condemned

ITANAGAR, Mar 18:   The All Sajolang (Miji) Students’ Union today (A.S.S.U) strongly condemned at the reported physical assault on Jillik Chand Sidesow President of All West Kameng Students’ Union  on Sunday by unknown miscreant. Union claimed that Sidesow and his friend were mercilessly beaten up by some group of unknown miscreant. It demanded the authority to nap the culprit involved in physical attack.

 

Health camp at Tawang

ITANAGAR, Mar 18:  A free medical camp was held at Dudungkhar Circle, Lumla to cater basic medical facilities to far flung villages like Namtsering and its adjacent villages. The heath camp under the banner ‘Health Mela’ has been organised by District Health Society (DHS)/NRHM in collaboration with 38th Bn SSB, NHPC and NGO’s like YUVA Arunachal and PRAGYA.

 Tsering Lhamu, ZPM Chairperson Tawang attended the health camp along with Abishek Dev, Deputy Commissioner Tawang. General health checks up were done to about 700 villagers followed by distribution of medicines to treat common ailments. Dr. Kirmey, DMO Tawang; Dr. Wangdi, DRCHO and Chombey Kee, President YUVA along with host of doctors and nurses assisted in successful conduct of the medical camp. ADC Lumla, CO Dudungkhar, GM of NHPC and PRI members were also part of the noble cause

 

 

Awareness on library held

ITANAGAR, Mar 18: The district library, Hawai organized a library awareness-cum-orientation programme at the premise of District Library, office on 9th March. Over 200 participants, comprising representatives of different departments, interested public and students from JNV and other schools participated in the programme.

In his keynote address, K. Borang, DLIO welcoming the members present, explained the aims and objectives of awareness- cum-orientation programme. He also highlighted the concept of library services and rules while emphasizing the importance of public library. He said that the public libraries are "for the people, of the people and by the people". He further urged the members specially the students to visit library and make maximum use of library resources and the rules. In his concluding speech, he thanked to the Directorate of Public Library, Itanagar for facilitating to conduct this programme.

Addressing the gathering as main resource person, O Mibang, ARCS inculcated the mass about its importance. He further explained the importance of habitual reading of books which inseminate knowledge and ideas. He called libraries as “House of knowledge" and ask especially student community not to delude from it.

Finally addressing as chairman cum resource person S.Mam, DACO explained in length about the various types of libraries and appealed the student community and public to make outmost use of the libraries and strive to incorporate knowledge and ideas from it.

 

Panchayat election be held as scheduled: BJP

ITANAGAR, Mar 18: The Bharatiya Janata Party has called for conducting of assembly election as per scheduled and welcomed the statement of state Advocate General, Anil Saraf who had told the house that there was no constitutional provision to defer the Panchayat elections in the present situation quoting that “Every Panchayat, unless sooner dissolved under any law for time being enforce, shall continue for 05 (five) years term from the date of appointed for its meeting and no longer”.

The party president Tai Tagak in a release claimed that BJP is committed to protect the right and empowerment of the grass root populations, strengthening the democracy in Arunachal Pradesh and for the larger interest of the people of the state. BJP further claimed that Tuki Led Congress government in Arunachal Pradesh aiming to defer the Panchayat elections since last assembly session had constituted a special Sub-Committee, which demanded for deferment of state PR elections in the house. Party had geared up to fight for justice and had also intimated central leadership about this development of Congress party trying to defer the election. The BJP President also hailed efforts and arrangement of the Speaker in the particular issue which gave opportunity to the elected representatives of party to laid down their views.

Tutsa deserves its place in the society

Dear Editor,

Through your esteemed daily, I would like to aware state government, if it is unaware of the fact that “TUTSA” tribe has a separate identity in respect of culture, tradition, rituals & dialect. This group of people inhabits areas like Changlang, Yatdam, Khimyong & Namtok circle of Changlang district and Khonsa, Deomali & Lazu circle of Tirap district and some little number is found in Lekang constituency of Lohit district.

PONGTU is the Community festival celebrated on 11th April every year, which was already notified in the Govt. Gazetted local holiday list in the appointed day in the inhabited district since many years. But it is surprised to see that IPR department govt. of Arunachal Pradesh has printed the photos of Tutsa traditional dance troupe as Tangsa of 2011 calendar. We assumed at that time, it was clerical mistake. But in the Govt. notification vide No.GA-01/2006, dt Itanagar the 14th Nov’2012 of Annexure-III (LIST OF LOCAL HOLIDAY-2013), Changlang district is deleted from the holiday list on the occasion of Pongtu festival where Tutsa’s are also there. This second mistake cannot be treated as clerical mistake. Is the responsible government don’t know the existence of this community?.Are we (Tutsa’s) not the Arunachalee? Is our inhabited area not under Changlang district? Why not the geographical areas inhabited by TUTSA be curved out as a separate district if any one feel pain of this people? Since the government of Arunachal Pradesh is equally devoted for the up- liftment and development of socio- cultural activities in the state such blunder mistake made by the government really hurt the community’s sentiment.

I on behalf of TUTSA community appeal to the Chief Minister and local MLA  T.Taiju of 53rd Changlang North Assembly constituency who is equally representing Tutsa community of the constituency  to take up the matter in the government level for necessary rectification to include PONGTU festival in local holiday list in Changlang district too.

I also appeal to Deputy Commissioner, Changlang on behalf of Tutsa community to take up the matter to the appropriate level and request to declare 11th April’2013 in Changlang district as local holiday as usual in recognition of PONGTU festival.

The death soul deserve justice and respect

Dear Editor,

Through the column of your esteemed daily I on behalf of the senior citizen of Upper Subansiri district, would like to mention few things in response to the news items published on 15th March where by All Paktu Ao Welfare Society (AAPAWS) served ultimatum for renovation of Ato Paktu Linn within three month.  The AAPAWS pillar which was manmade pillar cannot be equated to the loss of live of an active young energetic leader Lt. GotoYudik who was killed in broad day light at Aalo general ground during Galo people general assembly (Galo Day) on 10th January 2013. The Galos’ of Upper Subansiri District are being held responsible for complete demolition of AAPAWS pillar on wee hour.  The pre-planned murder of Lt.GotoYudik stabbed with Burma made knife was because of total breakdown of law and order in the district. The district administrator, mastermind, ring leader, volunteers and prime accused of incident all belonged to a particular clan and no action was initiated by administration despite repeated complaint made which clearly reflects that it was well planned murder. We the Galo’s of Upper Subansiri district accepts to construct the Ato Paktu pillar in  gold where you wish and also to compensate the total cost of property damaged on the day within three months as per ultimatum given, if  AAPAWS hands us back Lt. Goto Yudik alive. The pre-planned barbaric act of the day was due to total failure and poor administration of home department to tackle the situation. No one should blame the administration of the minister Jarkar Gamlin(Transport & Cooperative). As such, Galo’s of Upper Subansiri district strongly condemn the incident and demand to the parliamentary home( Gadam Ete) to resign from the post on moral ground since, he was also present on that day and his inefficiency is being witnessed in the last one year. Last but not the least, we the Galo intellectual of Upper Subansiri appealed to the Galo Welfare Society (GWS) and Galo Students’ Union (GSU) to arrange joint meeting between All Ato Paktu Ao welfare Society (AAPAWS) and Upper Subansiri Galos at Itanagar within a week.

Artistes need more support and encouragement

Dear Editor,

Many came with lot of words but no one had given much emphasis on the promotion of art and culture in the state. The promotion of art and culture is very essential for the upliftment of society as a whole.

It plays a vital role in uniting every section of the people of society and concern for the integration of the state. As a matter of fact everyone felt that the role of art and culture was dying away like a faded flower without any significance leaving the society empty with the feeling of hatred, jealousy, regionalism, communalism etc.

Hence forth in such a phase of state someone like our Hon’ble Chief Minister of Arunachal Pradesh Nabam Tuki who had extended his benevolent heart and hand to our legendary singer Delong Padung in his newly released Arunachalee Music Album “PAGNAM ABO” in which he had mixed up 13 dialect of Arunachal through a single voice.

Thus I was really spell bound after hearing the song in which he had given a full description about the landscape of Arunachal Pradesh and argue the coming generation to mould up their mind and heart for the prosperity and peace of the state.

The golden song hold a beautiful thought which will always bloom in the heart of every Arunachalee and it will be remember for the days to come. This way I really appreciate and give my heartiest Thanks to our Chief Minister Tuki for wholehearted support to such a legendry singer like Delong Padung.

Because of such kind gesture and support, many artistes will get encouragement. They can then fully devote their activities for unifying and integrating society as a whole.

In other way round I also should not forget to appreciate Delong Padung for his work and role played by him for raising awareness among other artist and developing every section of society through his music. Lastly I would like to end up my words by saying “loss of culture is loss of identity”.

Memories need memorial

Dear Editor,

I on behalf of the parents of February 10, 2010 tragic fire accident victims of Don Bosco School, Palin where 10 (ten) precious young students lives were lost, would like to convey my heartfelt thanks to all concerned particularly the then Chief Minister, Lt. Dorjee Khandu, MLA, Palin, MP Lok Sabha, Arunachal West Parliamentary Constituency, the then President AAPSU and all well wishers for extending their support and the consolation during our time of sorrow and grief.

As announced, the Government of Arunachal Pradesh has been kind enough to fulfill the following two important demands of the victim’s parents.

1. Regular government jobs each to the victim’s family.

2. Interim monetary relief.

However, the most important announcement made after the tragic fire accident of constructing a permanent memorial -cum- museum is yet to be fulfilled by the state government even after the lapses of about 3 years. In this regard, the then Chief Minister proposed to release an amount of Rs. 1 (one) crore for the construction of memorial-cum- museum at Palin during their on spot visit to the fire accident site.

Therefore, I on behalf of the victims parents would like to invite the attention of the  Chief Minister, Arunachal Pradesh and  MLA, Palin to kindly provide suitable fund under SPA 2013-14 for the purpose in order to fulfill our long felt dream of having a memorial structure in remembrance of our beloved late children’s and we shall be obliged. I also would like to appeal all concern for needful action in this regard.

Kamale district is the need of the hour

Dear Editor,

The demand for creation of new dist. viz KAMALE from existing Lower Subansiri Dist.and PAKKE KESSANG Dist.of East Kameng Dist. are most important as people of these areas are facing lots of problem especially in developmental activities and official work. The poor people of Raga area would be most benefited from the proposed new KAMALE Dist. It has large vast area and is one of the largest constituencies of Arunachal and it is long pending demands of public of Raga Area since many decades back. But till date Govt. of Aranachal Pradesh has not created Kamale district. It is astonish to know that state Govt. is bifurcating the state capital from Papum Pare and creating new capital Dist. The student organization and public have not consented for new capital Dist. On behalf of public, student organisation, and Panchayat leader of area strongly support the demands for creation of new district for the greater interest of the public.

UN calls for farmer-centric approach

‘The State of Food and Agriculture 2012,’ the annual flagship report of the UN Food and Agriculture Organization (FAO), says that the world’s more than one billion farmers must be central to any agricultural investment strategy, given that they are the biggest investors in this sector.

New data compiled for the report show that farmers in low- and middle-income countries invest more than $170 billion a year in their farms – about $150 per farmer.

This is three times as much as all other sources of investment combined, four times more than contributions by the public sector, and more than 50 times official development assistance to these countries, FAO noted. The report states that investing in agriculture is clearly paying off. Over the last 20 years, for example, the countries with the highest rates of on-farm investment have made the most progress in halving hunger, to meet the first of the anti-poverty targets known as the Millennium Development Goals (MDG).

Recent evidence shows signs of improvement, but eradicating hunger in these and other regions, and achieving this sustainably, will require substantial increases in the level of farm investment in agriculture and dramatic improvements in both the level and quality of government investment in the sector, the report observed.

The report recommends focusing on a number of areas to foster smallholder investment, including helping smallholders mobilize their own savings and gain improved access to credit.
